Introduction
Working in partnership is very important in health and social care for proper diagnosis for any
health care issue. In this study, the explanation of philosophy in respect to health and social care
regarding the case study of toddler bled to death has been mentioned. The effectiveness of
partnership working in health and social care has been also mentioned in the study. The analysis
of model for the partnership relationship in health and social care has been also mentioned in the
study. The revision of the current legislation in relation to health and social care has been
mentioned in the study. The process of the partnership working affecting collaborative working
in health and social care has been also mentioned in the study. Evaluation of possible outcomes
for partnership working for service users has been mentioned in the study. The political barriers
and solutions to them for developing partnership working in health and social care has been also
mentioned in the study.

1.1 Explain philosophy in partnership working (AC 1.1)
According to Cameron et al. (2014, p.225), empowerment is considered to be the privilege of
providing some other person the power to decide on a particular topic. In relation to the concept
empowerment in respect to the health and social care, it is meant to have the privilege to
determine the exact need of a health care service user with the service that is required. Working
in partnership can be developed by prevailing empowerment among the care givers in the time of
providing health care service. In respect to toddler bled to death case study, it is important for
both the care giver and users to get the privilege of taking necessary steps instead of delaying for
official communication within the health care institution.

Independence is another important term that is needed to get prevailed in health and social care.
Lewis (2015, p.473) stated that the prevalence of independence for the both end of care giver and
user increases the efficiency of the diagnosis of the health care issue. In respect to the case study,
the prevalence of the health care issue is important to get prevailed so as to increase the
efficiency of diagnosis. The proper independence for the care user could have saved the life of
the child for getting death. The delaying of service can be considered to be a factor of non
independence among the staffs of the health care in the institution.

needed to have sharing the power to the appointed personnel. In respect to health care the power
sharing increases the belief in oneself regarding own importance. The increase in the self respect
helps a care giver to work more concentrate in curing a service user. In respect to the case study,
it can be said that the lack of power sharing among the health care staffs has forced the child to
get dead without diagnosis at proper time.

Respect, as mentioned by Heisler (2014, p.1525), in any aspect increases self confidence
automatically in an individual. Self confidence is a must required thing for a service user in the
time of providing critical service to a care user in health a social care sector. Therefore, the
respect is very important for a care user and a care giver that is needed to be given from the
wither sides in order to get better service production. However, in the case study of toddler, it
can be said that the health care institution did not gave required respect to the care users and that
lead to death for the child.

As per the case study of toddler, the child is found to get dead due to lack of proper health care
service at right time. It can be said that the parents of the child were not got confirmed regarding
health care treatment that was required for the child. The lack of making informed choice can be
another important factor for the death of the child. It is important for a care giver to take relevant
steps in health care service by informing the respected parties. The choice was not given to the
parents and that cause loss of life of the child.

1.2 Explain effectiveness of partnership relationship in health and social care (AC 1.2, D1)
According to Alley et al. (2016, p.8), health care of children can be considered to be an
important factor that gets affected in partnership working. The partnership working in health and
social care cam help in increasing the efficiency of the child care. The increased quality of child
care can reflect the effectiveness to the growth of that child. In respect to the case study, the lack
of the child care from the health care institution directly affected that the life if the child and
caused death. From this, it can be clearly said that the effect of child care directly affect the
growth of the child in future.

Boyle et al. (2016, p.21) stated that health care partnership working is also an important factor
that is needed to get prevailed. In respect to an elderly person, it is important for a service user to
get immediate and requires health care service as early as possible in order to get cured. It is very
obvious that an elderly person has less strength than a young in fighting with health care issues.

Thus, it is important for a health care service provider to provide enough service so that the
elderly person can get cured as early as possible. The lacking tin health care service that has
happened with the child in the case study, can be identical in respect to a elderly person.
The mental health issue when causes to an individual, that person lost the ability to take right
decision (Eaton et al. 2014, p.23). In respect to the health and social care service, the same
prevails. Therefore, in this respect also, there is a major importance of partnership working in
order to provide desired service to the service user. Actually, the partnership efficiency of
providing health care service to the service user can be considered to be important for making the
proper decision collaborated by the service provider in order to provide best service to the mental
health care issue service user.

In respect to health and social care service, García-Moreno et al. (2015, p.1567) stated that, it is
important to maintain the quality of service as best as possible, In order to provide justified and
requires health care service to a service user, it is important for an individual service provider or
partnership service provide to provide best available health care service. In respect to the case
study, it has been found that child faced due to inefficient service providing by the service
provider on time. Therefore, maintaining punctuality and providing quality service to a service
user by the service provider can be considered to be a responsible for the curing of the user.

2.1 Analyze models of partnership working across social and health care (AC 2.1, M2)
According to Glasby and Dickinson (2014, p.56), management structure for a health and social
care determines the efficiency of health care services provided to the service user. A cooperative
and properly monitored heath and social care service to a service user can efficiently helps in
mitigating the health care issues. It is also important to state that the quality of health care
services develops in having a proper and justified management structure. The internal issue of
management structure has caused death to the child in the case study and is needed t get
developed immediately.

According to Issel and Wells (2017, p.72), another important factor of the health care service is
the communication method. With having formal communication, very health care service user
should also possess the facility of informal communication with the servicer user and the parties.
The informal communication unofficially creates a good bonding and understanding the
requirements between the service giver and users. It is also important to mention that the

informal ad formal communication both efficiently increases the ability of a service giver to
understand the actual requirement of health care service for the caregiver. In respect to the case
study, the miscommunication among the health care service provider and the user has caused
death to the child at the very early age.

Jouet et al. (2015, p.437) stated that inter agency working for a health care institution is also an
important factor affecting the service provided by the agency. The inter agency model should be
of well and coordinative enough in order to understanding psychology of a service user regarding
a service issue. In respect to the health care issue as mentioned in the case study, the lack of inter
performance of the health care agency costs the life of the child.
2.2 Review current legislation for partnership working in health and social care (AC2.2,
D2)

According to Care Standard Act 2010 (c.14), it is a duty of every governmental and private
health care body to provide health care service to the service user. The act specifies that there
should be no compromise in understanding the actual requirement of service user regarding a
particular health care issue. The act also focuses on monitoring the proceedings of health care
service by senior health care staff in order to ensure the security and relevancy of health care
service provided to the service users.

According to Data Protection Act 1998 (c.29), it is important for a care provider to provide
enough help to a service user by keeping the personal information of the later secured. The act
specifies that every health care service giver should confirm that the information that they know
regarding their service user has been kept securely. It is also a responsibility of a service provider
to ensure the privacy of information for a certain period of time. Actually, the care giver can be
held liable if it is found that any personal information has been leaked out by any service
provider knowingly or unknowingly.
According to Health and Social Care Act 2012, (c.7), it is important for a health care service
provider to provide required health care service as much as possible. In respect to the case study,
it is found that the service that has been provided by the health care institution is not apt for the
child and the health care institution has not used the required sources that were available for
treating the child. Therefore, it can be said that the institution should strictly follow the above
mentioned legislations for increasing the efficiency of health care service.
