The police were responsible for the death of Jean Menezes. First outside the flats were the surveillance officers who had no training in stopping and questioning a suspect. The firearms team was supposed to be outside the flats stopping everyone who came out of the flats and questioning them. However, in this case, they were nowhere to be found. When Menezes emerged from the communal entrance, the surveillance officer was allegedly urinating and could not be able to film Menezes. This leaves one to wonder whether, with that kind of investigation, there was only one surveillance officer at the scene. When the said officer went to urinate, there should have been another officer to cover the post.
When the officers thought that Menezes warranted further attention, they should have arrested him instead of trailing him. How much time would it have cost to just stop him for questioning? What was the benefit of following him to the bus stop then and then further to the train station? All this time they could have stopped and questioned him. When the police officers entered the train, they did not even challenge Jean Menezes.
What is very disheartening is that Jean Menezes was shot while being pinned down by a surveillance officer. In addition, he was shot at close range. The shooting, however, happened since the officers had been ordered to shoot the suspects at the sight. I wonder why the officers were directed to shot a suspect. A suspect is not guilty until proven guilty. The police fraternity was responsible for the death of Menezes. It was their job to identify properly and arrest any suspect and not kill.
