The response is drawn from the case study: Massachusetts. The case study assesses the public health of a given population and their vulnerability (Health Impact Project, n.d.).   It is evident that the objective of the assessment framework is to examine the effects of different health issues on the public. This is based on their exposure to mitigation and prevention strategies. It is important to note that some mitigation and prevention are effective in some cases and ineffective in others. The core activity involves examining the viewpoints from different sectors with the objective of ensuring that all the relevant perspectives are included.

For the project to succeed there should be experts in various fields such as economics, childhood education, environment health, water infrastructure, housing, parent advocates, and housing.  In project implementation, it is important for the project to engage a group of experts (Riegelman, 2010). The group will have the responsibility of identifying the policies and offering key input in the entire process. In sum, the objective of the public health developers and administrators is to realize a positive health outcome and strengthen the existing resources to minimize the associated risks.

Given the three core functions of public health, the study fits into the assurance function. The case study focuses on different ways that healthy transportation can contribute to compacting work (Health Impact Project, n.d.). With assurance function, the public health systems link people to the required personal health services and provide care in situations when otherwise unavailable. Since the case study entailed transportation initiatives on public health and vulnerable populations, the public health systems will educate and empower people on issues related to health.
